What do you think would be a good alternative to tax increases?

Other than putting an end to the war.
Would putting a stop to government employee theft, fraud and abuse be a good start. Another one could be putting an end to fraud and theft by doctors, hospitals, drug companies and health care providers.
What other areas do you think would be an alternative to tax increases.
