Medical Billing Question?

I got a bill in the mail this week saying that the procedure, which I was told was 65 and paid it full, is now 101.53, and I still need to pay 36.53 dollars more. Is this fraud? Can they really do this?

I have insurance from BCBS of Tenn and I recently had knee surgery in TX . I just received a statement from BCBS stating I owed $50,000 for services as the hospital was a non participating provider although I called and checked. Do you think this is a billing mistake or do I have some serious stuff to worry about?
