The University of Chicago Hospitals (UCH), Illinois, agreed to pay $35,000 to resolve its liability for CMPs under the patient dumping statute. The OIG alleged that the hospital failed to accept an appropriate transfer of a 61-year-old male who presented to another emergency department with a complaint of flank pain. UCH had specialized capabilities not available at the transferring hospital and allegedly refused to accept transfer after learning that the patient did not have insurance. UCH then later agreed to accept transfer of the patient only if he provided proof of funds in a bank account. The patient was transferred to another hospital where he died.

I sure HOPE that SENATOR OBAMA addresses this issue IF he becomes our President because he did NOTHING about it while Sen.
Yes this IS the HOSPITAL that over-charged the uninsured and it is ALSO where Michelle Obama sits on the board her salary is now 317,000 a year.

Rotor he was turned away because of NO insurance, not because of bed or equipment, look again he was a TRANSFER patient, they NEEDED specialized equipment that Chicago had! Keep in the context. I am glad I am getting mostly adult responses, this is NOT a bash against Obama, but it is about HOW much can you really BEAT the system?

  1. yes, he has worked on this issure in the Senate, his other huge change would be the elimination of HMO’s to take into account the pre-existing conditions of new appicants

EVERYONE WANTS THIS CRAP FIXED.THE REALITY IS THAT IT HAS TO PASS THE LEGISLATURE AND CONGRESS.IT WONT HAPPEN.THE CONGRESS CURRENTLY SEATED IS THE WORST IN HISTORY WHO ALL SAID THE SAME THING.BUT THE DEMOCRATS WILL FOLLOW LIKE SHEEP.THE BAD THING IS ,THERE IS NO REAL PLAN YET FROM THE REPUBLICANS EITHER.   6. Doesn’t matter. If you don’t have the beds, the doctors, or the equipment to treat a patient, you send them somewhere else. With socialized medicine, you have chronic bed shortages, doctor shortages, and outdated equipment in such numbers that fail to meet the needs of the patient load. See Canada, France, England.

  8. It appears there is already laws against this as the hospital has agreed to pay for there liability of patient dumping. As stated in your question.

    The Obama healthcare plan calls for healthcare reform from all angles. It asks for the Insurance Companies to eliminate denied coverage based upon pre-existing conditions, it calls for great accountability on the providers part, (quality care versus quantity care). It calls for a limit of malpractice insurance costs, while minimizing lawsuits. And it calls for Americans who can afford coverage to purchase coverage.

  9. That’s one of the worst hospitals in the country. I’d sooner go to any elementary school clinic for care. I’ve read much of his health care plan, and it sounds like many of the Republican and Dem candidates. Even Hillary has tweaked her plan and it has some redeeming features.

    Senator Obama said he will make heath care his first priority if he is elected, and will have a full plan on the floor of Congress by the end of his first year. This is one of the worst Congresses we have seen in a long time. They are also frustrated and crippled because of all those vetoes Bush has handed down. Some of those vetoes should have been handed down … such as House and Senate Democrats came up with an energy bill that would have slapped significantly higher taxes on energy companies, driving up energy costs beyond what they are now. After Bush threatened to veto any legislation that raised taxes, Democrats dropped the idea, and the result was a compromise measure the President signed into law.

    But, this Congress may rebound under a new leader and take a hard look at affordable coverage for all Americans. It is unconscionable that 47 million Americans have no health care. We should all wish him/her luck with this Congress. Keep the faith.

  10. I’m not sure if he could do much about this with his proposed plan because from the description it was clear that the hospital violated the rules. This leaves us in the mess of coming along AFTER the damage is done to try to make things right.

    There is no good solution in the plans I’ve seen from ANY of the candidates because to be blunt sometimes I fear decisions are merely based on money–even if we get fined, how bad will it be compared to what we’d shell out for treatment? Seeing the other patient dumping cases, that is clearly not a unique situation.

    Frankly, the only thing I can see is either go with a sensible plan like the one in the PDF here:
    OR institute CRIMINAL liability for this behavior. That will mean that you’ll have to figure out who to hang EACH such case on–who in the ER or the admin would be prosecuted?

    It is sad the patient died. Maybe he would have died in any case, but if hospitals, which generally get a free pass on taxes, don’t follow the law and do all they can to save lives, where is the public to turn? Some cases are so bad you NEED a hospital–you can’t have a reasonable chance for recovery in any alternative setting. (There are surgi-centers and rehab facilities, nursing homes, etc. is what I’m saying–but this case clearly required hospitalization).

    While I don’t support Obama, I can’t lay this on his doorstep, BUT I can note that as he was Senator AND his wife apparently is connected with the hospital AND he’s decided to make health care an issue, that it IS appropriate for him to address this kind of issue when discussing health care reform. I don’t expect every candidate to have a totally comprehensive plan for everything, but when there are basically three HUGE issues they want to pound on, those three DO need to be fleshed out pretty well.
